Implementing NDCs: Diversity of actors and actions

To understand, interpret and implement the Paris Agreement it is essential to understand the diversity of actors and their actions. Enhancement options, participatory processes, and rapid implementation of NDCs

Current pledges in NDCs are not enough to set us in a 1.5º path. Countries need to improve the level of ambition in their NDCs through participatory processes before 2020. This side event will share examples and options for the enhancement of NDCs in the lead to 2020.

Familiar actors in new roles! Regional coordination for local climate action

This session will look at the possible role of intermediary regional/ territorial actors such as counties, districts and
provinces in climate action, as well as different forms of regional leadership. By the end of the session participants will
arrive at an understanding of how to best support these actors. The session features a presentation from Scott Muller, co-chair of our Subnational Integration Working Group.

Dialogue on finance and project development for technical assistance practitioners

Tracking and enhancing progress after Paris: An analysis of current and enhanced mitigation policies

This event presents the latest insights of quantitative assessments of the projected greenhouse gas emissions pathways and key energy indicators for major emitting countries, taking into account current and planned mitigation policies. It will explore how good practice policies can reduce emissions further if effectively implemented, and where additional policy action is possible while making use of national circumstances.

Climate equity and the Paris Agreement

Speakers will deliver a set of presentations to introduce the Climate Action Tracker methodology and give the results of the most recent equity assessment of NDCs against the 2ºC limit. Discussions will look at fairness and comparability of effort, involving different stakeholders.

Towards a sustainable science-based strategies development for climate adaptation in West African LDCs

Climate finance: Emerging instruments for mitigation in agriculture

This  side event will highlight emerging financial instruments to increase investment in agriculture that also delivers mitigation co-benefits. Agriculture drives up to 24% of emissions, yet the sector receives only 2.5% of public climate finance. Innovative financial instruments, tools, and business models have the potential to support transformative climate change mitigation in agriculture. The session will examine the evidence and the action now urgently needed.

Implementation of NDCs in countries: Progress, challenges and perspectives

The Comité permanent inter-états de lutte contre la sécheresse au Sahel, ECOWAS, Organisation Internationale de la Francophonie, and the Union Economique et Monétaure Ouest Africaine have gained some experiences in the implementation of NDCs in their countries. This event will share these experiences and other initiatives with participants.

Supporting local climate action through multilevel governance

Date: 10 November, 2017

This side event brings together representatives from different levels of government, urban experts and other stakeholders to discuss what we can learn from successful experiences with multilevel climate governance. The focus will be on finance, participation platforms that support exchanges across different levels of governance, and certification and monitoring tools.

The event will have an interactive format, commencing with brief reflections from a research project on multi-level climate governance by adelphi and expert inputs, followed by focused discussion groups on finance, participation platforms and monitoring tools. The aim of these discussion groups is to bring together different actors to exchange experiences, expectations, challenges and opportunities in supporting local climate action through multilevel climate governance.

Achieving Paris commitments at the national level: Developing project pipelines / Creating dedicated local climate investment capacity through green banks

Developing project pipelines: Emerging good practice

The significant investment volume required to meet NDCs and Paris Agreement objectives necessitates the accelerated development of the green infrastructure projects pipeline at national and subnational level.  This Panel brings together practitioners and analysts to examine this topic from an investment perspective; the focus will be on emerging markets.

Creating dedicated local climate investment capacity through green banks

Implementing the goals defined in the Paris agreement will require dedicated local capacity and nation-specific implementation to drive investment and financial innovation. This session explores how national Green Banks—structured as new purpose-built institutions or as adaptations of existing institutions—can be formed to address critical market gaps and drive public and private climate investment to bring these new markets to scale. Building off the preceding discussion of building green infrastructure pipelines, speakers will address the role of Green Banks in creating climate-specific investment capacity, to be followed by discussion with session participants.

Understanding the impact of a variety of sector-based policies in the context of Europe’s NDC

Emission reductions in Europe are and will be largely driven by policy decisions at the EU and Member States level. Civil society actors aiming to support the implementation of the EU’s NDC requires a robust understanding of the impact a variety of existing and future policies can have on emissions reductions at the sectoral level. This side event will present and discuss a modelling framework to understand and influence the impacts of different types of policies and indicators. A particular focus will be on discussing relevant policy questions.

Driving medium and long term climate action towards 2050 targets with subnational governments

Overview and review of Colombia’s greenhouse gas MRV harmonization and data management platform

International Finance Corporation panel: Creating markets for climate business

This panel, hosted by the International Finance Corporation (IFC), a member of the World Bank Group, will showcase companies and financial institutions that are leading the way in delivering successful climate business models and financing solutions. It will feature findings from IFC’s new report ‘Climate Investment Opportunities: Creating Markets for Climate Business‘, and will inform governments about the most attractive policies and steps that they can take to unlock private finance to achieve their national climate goals.

Global NDC peer exchange – the collaboration space on NDC implementation and enhanced transparency

The NDC Cluster on behalf of the German Ministry of the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) is pleased to invite you to this COP23 side event at the German pavilion. The event builds on the key themes of the Global NDC Conference 2017. These are related to integrated governance, finance, transparency, and engaging the private sector, derived from three days of intense discussions among 250 participants from 80 countries.

Rita Schwarzelühr-Sutter, Parliamentary State Secretary of the German Ministry of Environment (BMUB), will open the event with reflections on the importance of alliances between peers from the DRC, the Philippines, Ethiopia, Morocco, Costa Rica and others. The NDC Cluster seeks to provide a space for partner countries and international stakeholders to exchange on early successes and lessons learned in NDC implementation, but also discuss obstacles and roadblocks which have countries are facing preparing the implementation of their NDCs.

The NDC Cluster will furthermore discuss how our experiences can feed into the discussions of the Talanoa Dialogue.

Participants are also cordially invited to a reception with snacks and drinks following the event.
