LEDS GP event: Improving vehicle emissions policies in Southeast Asia

In November 2013, the first Clean Fuels and Vehicles Forum in the ASEAN Region was held in Singapore which brought together key stakeholders to engage, network and discuss stricter standards towards cleaner fuels and vehicles at the regional level. A key recommendation of the forum was to maintain the discussions in order to further stimulate and keep the momentum towards the enhancement of such policies in the region.

To ensure and enhance the harmonization and implementation of vehicle emission standards and fuel quality in the ASEAN region, a cooperation and dialogue on lessons learned and potential challenges within the region is necessary. The United Nations Environment Programme (UNEP), Clean Air Asia and the Low Emission Development Strategies Global Partnership (LEDS GP) Transport Working Group, and EMBARQ of World Resources Institute, in collaboration with the Department of Environment and Natural Resources of the Philippines (DENR), are jointly organizing this event to support continued discussions towards advancing vehicle emission policies in Southeast Asia. This workshop will facilitate this exchange between different government institutions from the ASEAN region.

On Day 1, the workshop will focus on global and regional overview of vehicle emission standards, and will set up country presentations to allow each ASEAN country representative to share a brief status on the vehicle emission standards in their respective countries.

Day 2 will take the form of a case-study-based learning within the different government institutions wherein the discussions on advancing vehicle emission standards and on lessons learned from implementation challenges are envisaged to contribute to the realization of Philippines’ recent move towards Euro 4/IV vehicle emission standards that takes effect in January 2016.

The workshop aims to identify opportunities and strategies in overcoming of barriers for the successful implementation of vehicle emission standards, and set the basis for sustaining the cooperation between ASEAN countries towards the harmonization of standards.
