Thailand National Energy Efficiency Plan and Evidence-based Mitigation Strategy

The project will support the formulation and implementation of a national energy efficiency plan for Thailand, with the aim of tapping efficient and cost-effective potential.


Approaches such as using tariff systems as an incentive for energy efficiency measures, boosting energy management services and optimizing standards and labeling schemes will be key elements of a 6-point program of immediate action. Furthermore, nationally appropriate mitigation actions (NAMAs) will be developed and tested as an implementation mechanism.

The goal is to reduce the energy intensity of the industrial and commercial sectors by 25% by the year 2030 (from the 2005 baseline) and to achieve substantial energy savings in the residential and transport sectors. MRV systems are accepted politically and are implemented at national level to furnish proof of compliance and to serve as a user-friendly governance instrument.

The program is funded by the German Federal Ministry for the Environment (BMU) and implemented by GIZ.
