Co-benefits evaluation tool for urban transport

The Co-benefits evaluation tool for urban transport combines a quantitative spreadsheet of a simplified representation of the transport sector with an institutional evaluation to evaluate not just the magnitude of emission reductions from local air pollution and carbon emissions but also to determine barriers to implementation of policies and projects.

The tool is a linear representation of the public transport system in a city, from which the implementation of policies in four areas–Activity, Shift, Improve, and Fuel (ASIF)–can be evaluated in terms of its carbon and local air pollution emissions.

Key questions addressed:

  • What are the non-GHG and GHG emissions associated with alternative transportation policies?
  • What are barriers to implementation of such policies?

Sample data inputs:

  • Name of vehicle group
  • Total number of vehicles in each vehicle group
  • Share of vehicles by fuel use
  • Utilization rate: the ratio of operational to registered vehicles
  • Annual average distance travelled
  • Occupancy rate
  • Fuel Efficiency

Sample quantitative outputs:

  • GHG emissions and air pollution
  • Fuel savings
