Fuels and technologies to mitigate emissions: webinar and related resources
This collection of resources relates to the webinar entitled, “Fuels and technologies to mitigate emissions,” brought to you by the Transport Working Group of LEDS GP, in partnership with the United Nations Environment Program (UNEP) and Clean Air Asia. The webinar is part of a series entitled “Supporting countries with implementing new vehicle emission fuel quality standards.”
In the webinar, the presenter, Erin Cooper, discussed the role of different strategies to reduce emissions from the transport sector. The presenter focused on different types of fuels and relevant technologies and how they can be applied in specific situations. The webinar concluded with a discussion on the benefits and potential tradeoffs of utilizing these technologies and fuels.

- Presentation – Introduction of 50 PPM sulphur content diesel in Mauritius – Presentation from the LEDS Annual Event in 2014 with a case study on how the Government of Mauritius packaged policies to introduce low sulphur content diesel.

- Business case for compressed natural gas in municipal fleets – This report describes how the compressed natural gas (CNG) Vehicle and Infrastructure Cash-Flow Evaluation (VICE) model can be used to establish guidance for fleets making decisions about using compressed natural gas.
- Climate policies for road transport revisited (I): Evaluation of the current framework – This paper evaluates the effectiveness and efﬁciency of current climate policies for road transport that (1) target fuel producers and/or car manufacturers, and (2) inﬂuence use of alternative fuels and technologies.
- Diesel emissions control – sulfur effects project (DECSE) – This document summarizes the reports of the Diesel Emissions Control – Sulfur Effects Project (DECSE). Some of the results of this project were highlighted in the webinar.
- Estimated cost of emission reduction technologies for light-duty vehicles – This publication assesses the costs of emissions control technologies required to bring light-duty vehicles up to various standards for conventional pollutant emissions in current terms, using both direct and indirect methods to account for technology changes, correct for inflation, and pull in feedback from manufacturers.
- Exhaust emissions of transit buses – This report compiles a large data set of in-use transit bus emissions tests for use in a meta-analysis to define ranges of exhaust emissions for urban bus fuel and technology combinations. The analysis also looks at both local and global emissions to understand their impact on human health and the environment.
- IEA Report Update 2014: International comparison of light-duty vehicle fuel economy: Evolution over 8 years from 2005 to 2013 – This document discusses global fuel economy trends. Published in 2013, the research concludes that, while global average fuel economy was improving, more needs to be done to meet the ambitious, yet realistic, GFEI target to cut by half the specific fuel consumption of new passenger light-duty vehicles by 2030.
- Opportunities to reduce black carbon emissions in Asia – This report identifies and analyzes low cost and high-impact opportunities to reduce black carbon emissions in South Asia. A case study from the Philippines was presented in the webinar.
- Reducing global health risks through mitigation of short-lived climate pollutants: Scoping report for policymakers – This report reviews a range of strategies and policies for action to mitigate short-lived climate pollutants from sectors such as urban planning, transport, household energy and building design, food production and consumption, power generation, industry, and waste management.
- Vehicles, fuels and intelligent transport systems toolkit – This resource links to a series of technical documents published by GIZ that focus on vehicles, fuels, and intelligent transport systems. The documents focus on cleaner fuels, inspection and maintenance schemes, alternative forms of propulsion (e.g. electric mobility), road pricing schemes, traffic management and passenger information systems.
- The impact of vehicle and fuel standards on premature mortality and emissions – This report evaluates worldwide historical and potential impacts of fuel quality and vehicle emission standards, presents a global policy roadmap through 2030, and quantifies the benefits to public health and the climate.
- Introduction of cleaner-burning diesel fuel enables advanced pollution control for cars, trucks and buses – This document summarizes the results of the EPA’s Clean Air Highway Diesel rule that required highway diesel fuel to reduce its sulphur content from 500 ppm to 15ppm.
- Webinar series: Clean vehicles and fuels in India – This webinar series on the case of India and how the country developed pathways and costs for India to produce ultra-low sulfur fuels (ULSF). Topics include: vehicle emissions standards and compliance programs, fuel quality, reducing pollutant emissions and fuel consumption in two- and three-wheelers, and the transition to ultra-low-sulfur fuels.
- Video: InnovWeek ENGIE – Mexico Natural Gas Vehicle Project – The ENGIE Group drives efforts in natural gas for vehicles, so that public transportation in cities where it is present can run on natural gas. Campeche, in the South of Mexico, is developing one of the first models of a sustainable city in Mexico; ENGIE is actively participating in this project. ENGIE in Mexico is taking the initiative to drive the transition of energy for urban mobility in Mexican cities.

- Global Fuel Economy Initiative (GFEI) auto fuel efficiency toolkit – This tool is designed to provide policymakers and interested individuals and groups with overviews of policy tools and approaches to improving fleet-wide automobile fuel efficiency and promote lower CO2 and non-CO2 emissions from cars, along with case studies that depict these approaches from developed and developing countries.
- Global Fuel Economy Initiative (GFEI) Resources – The Global Fuel Economy Initiative has launched the 50by50 challenge to facilitate large reductions of greenhouse gas emissions and oil use through improvements in automotive fuel economy. The website provides access to working papers, a map showing countries with fuel economy standards, and other related information.
- Transport policy toolkit – TransportPolicy.net provides comprehensive information on energy and environmental regulations in the transportation sector worldwide, with a focus on emissions and fuels.
- PCFV Regulatory Toolkit – This toolkit will support developing and transitional countries to introduce requirements for 50 ppm and below sulfur fuels; produce or import lower emitting and more efficient vehicle technologies; establish vehicle emissions control roadmaps; and ultimately improve air quality and human health in these countries.
