Case summary

Acknowledging that development of a successful low emission development strategy (LEDS) requires coordination across all sectors of government and involvement of a wide range of key stakeholders, the Government of Zambia has established the Inter Ministerial Climate Change Secretariat (ICCS), comprising members of staff from key Ministries dealing with climate change. The ICCS was placed within the Ministry of Finance but now sits under the new Ministry of National Development Planning to provide overall coordination support to all sectors.
