The Distributed Renewable Energy Financy and Policy Toolkit is a report presenting information on the utilization of public funds as a financing mechanism to support clean energy projects. There are various options available to state, local, and community entities for leveraging public funds to finance energy projects. This report provides an analysis of the options available to state, local, and community entities for leveraging public funds to finance energy projects, and identifies best practices. Additionally, the toolkit addresses a portfolio of financing tools and tax incentives states and communities may use to advance distributed renewable energy technologies.

Outputs include: Policy development strategies and considerations in support of distributed renewably energy finance and policy.

As the United States demand on a fragile power grid increases, communities find there is a need to develop distributed energy projects that are strategically built near locations where power loads are high. Funding these projects has been and continues to be a barrier for implementing distributed generation projects. The Distributed Renewable Energy Finance and Policy Toolkit provides policymakers and decision makers with important information to support them in overcoming financial barriers, as well as a fundamental understanding of the strengths, weakness, and implementation best practices for different clean energy policy options. This tool brings to light that a portfolio of supportive polices will have the greatest positive impact and should be considered over one stand-alone policy.
